Most of Florida's counties had higher unemployment rates in August than the previous month and none shot up more than Indian River County's rate.

Unemployment went up from 15% in July to 16.2% in August, making Indian River the county with the 3rd highest unemployment rate in the state. Here's a look at the rest:

                      August   July

Indian River   16.2%  15.0%

St. Lucie         15.6%  15.3%

Martin             12.6%  12.3%

Okeechobee   14.8%  14.7%

Palm Beach    12.5%  12.3%

Economists at the Workforce Alliance say the numbers show people who had stopped looking for work are returning to the job market as the economy improves.

Those who drop out of the labor pool are not counted in employment statistics.

August's 11.7% statewide rate once again tops the national jobless rate of 9.6%.

Overall, the numbers are being called a mixed signal. Experts say during the bottom of a recession numbers like these are common until the economy recovers.
