Mentally handicapped adults found in 'dungeon-like' conditions

PHILADELPHIA (WFLX) - Three people are arrested and charged with the kidnapping of four mentally handicapped adults in Philadelphia. Police say the case could shift to West Palm Beach because the victims were living here as late as last week.

Early Saturday morning, four mentally disabled adults are found locked-up in a Philadelphia basement in chains in what police are calling "deplorable conditions".

One suspect was taken into custody shortly before 12 p.m. Saturday. Late Saturday night, Philadelphia police apprehended two additional suspects. "It's just really baffling that another human being could treat people this way," said Deputy Richard Ross, Philadelphia police.

Now, police have released the names of the three suspects in custody. Fifty-one-year-old Linda Ann Weston, 47-year-old Thomas Gregory and 49-year-old Eddie Wright are facing a laundry list of charges including criminal conspiracy, aggravated assault, kidnapping and more.

According to Philadelphia police, the four victims and at least one of their three captors were in the West Palm Beach area just last week.

The victims, three men and one woman, were found shackled with chains and locked behind a steel door. "The conditions under which they were kept, it's just something out of a dungeon actually," described Ross.

"It looks like a dungeon. These people were stored like surplus meat," said Lieutenant Ray Evers, Philadelphia police.

According to authorities, the three have child-like mindsets functioning at the level of a 10-year-old child.

They were severely malnourished and have been taken to an area hospital for treatment. They are currently in stable condition.

"It just simply makes you sick. There's just no other way to describe it," said Ross. "It's unconceivable, and we're going to work very hard to make sure that they are brought to justice for this."

The names of the victims have not been released, and there is currently no information available regarding the victims' time in West Palm Beach with their captors.
