Delray man arrested more than 20 times

A Delray Beach man who has been arrested more than 20 times is back in jail. Delray Beach police arrested Oscar Rowell Tuesday for trespassing and violating the city’s open alcohol container policy.

The charges may seem minor, but in court documents detectives indicated they suspect Rowell in recent loitering and possible burglary cases.

“Rowell was recently released from prison and since his release, the DBPD received several calls of a black male fitting Rowell’s description either inside of an elderly female’s home or in the yard of their home,” the arrest report states. 

In court Wednesday morning, a judge called Rowell “a danger to the community.”

A prosecutor added “he is a danger anytime he is not incarcerated."

The judge set his bond at $10,000. If Rowell posts bond, he will be on in-house arrest.

Prosecutors said Rowell has been to prison seven times. One trip to prison came after a conviction in the sexual battery of an 80-year-old woman.

Court documents show on Monday a 60-year-old woman reported a man confronted her while she was working in her enclosed yard. She identified Rowell in a photo lineup.

Police arrested Rowell in December on accusations he broke into the homes of two women in their 60s and stole their purses. The state dropped those charges.
